The default anti-spoofing firewall rule blocks all external traffic coming from private IP addresses (10.0.0.0/8, 172.16.0.0/12, and 192.168.0.0/16). If you want to use 192.168.x.x. or the other IP ranges for office to office communication you will need to disable this rule.
